What is Hope Not Handcuffs

Hope Not Handcuffs is an initiative aimed at bringing law enforcement and community organizations together in an effort to find viable treatment options for individuals seeking help to reduce dependency with any substance including heroin, prescription drugs, and alcohol. A person can come to a participating law enforcement agency and ask for help. They will be greeted with compassion and respect. An Angel volunteer will be called to assist until a treatment option is found.

What is an Angel

Angels help participants complete paperwork and place a call to the appropriate provider for treatment assistance. Meetings are safe and always take place at a participating police station. Once a treatment option is found, transportation will be arranged. Volunteers pick their days and hours to be “on call”.

How to become an Angel

1) Fill out an Angel Application.  The first step in becoming a Hope Not Handcuffs - Angel is to fill out an application.  There is an application for each individual county so select the application for the county in which you wish to volunteer.  The application allow our law enforcement partners to determine your eligibility to participate in the program by conducting terrorism and sex offender background checks.  You will receive an email confirming your application submission.

2) Attend Angel Training Class.  Upon successful completion of the background check, you will receive an email from the Angel Coordinator inviting you to the next Angel training class.  This class describes the Angel procedures in assisting program participants into treatment. The class is normally accomplished within 2 hours.  Classes are scheduled, as needed.

Hope Not Handcuffs - Hudson Valley is a collaborative effort between Tri-County Community Partnership (TCCP), law enforcement, and other organizations to help those addicted to opiates and other substances.  If a person comes to a designated police department seeking help, our team will work to get them into treatment as soon as possible.  To make this program a success, we need hundreds of “Angel” volunteers.  Angels help with paperwork and provide compassionate support until a treatment option is found.  Angel's can choose their own time slot by signing up to be on call for just 1 six-hour block per month.
